Hunter missing out on mining royalties

UPPER Hunter towns are missing out on their fair share of government funding for works and services while the booming mining industry on their doorsteps generates hundreds of millions of dollars in royalties, a new report shows.

An economic assessment of mining-affected communities, released by the NSW government yesterday, confirms concerns the region’s leaders have voiced for years about a significant imbalance between spending on Singleton and Muswellbrook and the money they generate for government.
The two local government areas received $5396 per capita in capital works and recurrent funding in 2010-11, putting them behind the NSW average of $6058.
Together, Singleton and Muswellbrook generated $20,468 per capita in mining royalties, payroll and other taxes and GST in the last financial year.
Royalties alone from the two areas tallied $709 million, or 57 per cent of all mining royalties in the state.
Other local government areas in the state trailed at least $15,000 per capita behind in funds generated.
Muswellbrook mayor and Hunter Councils chairman Martin Rush said the report acknowledged the council’s long-held belief of an infrastructure imbalance.
The state’s view of the region had improved in recent years, manifesting in compliance officers being based in Singleton, enhanced air quality monitoring and other measures.
‘‘The watershed is this acceptance that the Hunter cannot be sacrificed for the rest of the state,’’ Cr Rush said.
‘‘It might be a resource rich region but it is not there to be exploited, it’s there to be supported both pre-mining and post-mining and during mining.’’
The analysis, part of the Coalition’s election commitment to establish a $160 million Resources for Regions program, grouped areas based on royalties generated then compared the spending they received. Most other mining-affected communities in NSW received more funding per head of population in 2010-11 than those unaffected by mining.
Newcastle, home to the world’s biggest coal export port, was on the non-mining list.
Deputy Premier and Regional Infrastructure and Services Minister Andrew Stoner said the report showed Muswellbrook and Singleton had been neglected under Labor. The Coalition would engage with local councils and Infrastructure NSW to identify key economic infrastructure projects in these regions.
Initial allocations from Resources for Regions would be made in the June state budget, but it was ‘‘too soon to be talking dollar terms’’.
The money for the program would come from the Coalition’s promised ‘‘Restart NSW’’ fund, which consists of any ‘‘windfall tax revenue’’ and funding from sources such as Premier Barry O’Farrell’s Waratah bonds.
The government has also said the proceeds from its planned sale of the electricity generators, including Macquarie Generation, would go into the same fund.
Cr Rush said Muswellbrook and Singleton expected to share about $112 million from Resources for Regions. He said it was important the money was spent on regional projects, and that Hunter Councils, the Hunter Infrastructure Fund board and other major stakeholders should be engaged.
Singleton mayor Sue Moore said she could show Mr Stoner a busy intersection for which her council had to borrow $2 million to upgrade because state funds were lacking.
‘‘They said it was a local traffic [issue] and wouldn’t come to the table,’’ she said.
Labor primary industries spokesman Steve Whan said the former government deserved some blame for the towns’ spending shortfall.
‘‘But focusing on what’s happening now, the [Coalition’s] Resources for Regions program is still in the never-never and based on very vague funding sources.’’

I am the Volunteer Engagement Officer for a NFP organisation called Conservation Volunteers Australia.

Conservation Volunteers has a number of projects in the Newnes State Forest and Capertee valley area early this year.

We are looking for volunteers to join our projects.


Just briefly an outline of what we are doing.


We have a project schedules at Capertee valley 7-11th May (to be confirmed) again we would like to supplement with local residents or other interested volunteers.

This is a project with Birds Australia

The aim of this project is to add vital capacity to the Capertee Valley Regent Honeyeater Recovery Program. This is a highly respected, established program which undertakes native wildlife corridor plantings in the Capertee Valley to benefit both the critically endangered Regent Honey-eater in its global stronghold and a suite of other vulnerable listed woodland bird species. This project will significantly boost the outcomes of the existing program by undertaking vital maintenance weeding works on existing plantings plus undertaking significant additional native plantings. The project is a collaboration of local landowners, NPWS, Birds Australia and volunteers.



The Newnes SF project will ideally have some non local participants staying with CVA in accommodation in Lithgow.
We would like to have additional local residents and other interested party volunteers.

Newnes State Forest sits on the western edge Blue Mountains, its picturesque forests and heaths are home to a wide range of threatened wildlife including the iconic gang-gang, the cockatoo of the mountains! Nestling between forested hills, the town of Lithgow will be our base & we will head each out day to undertake valuable nature conservation works such as the removal of exotic pine seedlings in the snow gum & scribbly gum forests of the Newnes plateau.

Cullen residents out in force to oppose mine

OVER 200 people have signed a petition objecting to the Coalpac Consolidation Project proposed by Coalpac Pty Ltd at Cullen Bullen.The newly formed Cullen Bullen Committee, established to take action against the project, collected the signatures from local residents before a meeting late last week.
The project, if it proceeds, will see the expansion of mining operations at the Cullen Valley and Invincible coal mines and establishment of a new quarry and associated infrastructure.
The information forum focused on the dangers the project could have on the Cullen Bullen community.
The petition is a way for residents to formally object to the project.
Members of the committee say the residents are objecting to several points about the project.

 If you live in any of these listed towns, you are not automatically eligible for the subsidy. When you apply, your address and registration details will be verified by the Digital Switchover Taskforce before your eligibility can be confirmed.
·        Please note that these towns will change as councils and self-help licensees elect to convert their self-help tower to digital or opt-in to the SSS.

·        You can also lodge an application for the SSS over the phone by calling the Digital Ready Information Line on 1800 20 10 13 (8am-10pm AEST 7 days).
·        Your application will be reviewed by the Digital Switchover Taskforce and you will receive a letter confirming your eligibility and the household contribution amount. You will be required to pay a household contribution, predetermined by the Commonwealth and expected to be between $200 and $350, if you are eligible for the subsidy. The Australian Government will also contribute up to $700 towards the satellite installation package for you to access the new Viewer Access Satellite Television (VAST) service.

LITHGOW City Council is advising residents across the local government area to prepare themselves for the switch over in June to digital only television and has warned that that time is running out.

Residents in Hartley, Capertee, Glen Davis and the outlying areas of Portlandcurrently receive analogue only transmission from self-help retransmission towers managed by Lithgow City Council.

From June 5 residents in the areas who currently re-ceive a signal from one of council’s self help towers will in most cases need to switch to a free satellite service known as Viewer Access Satellite Television (VAST), or lose access to their free-to-air TV signal.

VAST includes the full suite of 16 free-to-air digital TV services.

Access to VAST for eligible households in these locations will be available from next week (January 10) and a subsidy of $400 will be provided by the Commonwealth Government per household toward the installation of the required satellite dish and other equipment for one television per household.
